Minutes of General Meeting September 2007

 1. Welcome

The Chairman welcomed 33 members to the meeting. The low attendance figure was probably due to holidays etc after a busy summer.

Ian Bateman, Climate Change Officer for Devon County Council gave a fascinating and informative talk on Climate Change Essentials and coffee was then served before the meeting continued.

 2. Apologies

John Clatworthy, Gwyn Crossland, Andy Watson, Kathryn Wolfendale, Mike and Val Wedlake, Richard and Barbara Rains, Chris and Lynn Lavis, Ros Partridge, Paul Flack, Patsy and Dean Pringuer, Brenda Bruce. Martin and Rosemary Walden, Margaret Behenna.

3. Minutes of the Meeting held  15th June 2007.

The minutes were approved and signed as a true and correct record.

        4. Matters Arising.

Many points arising will be covered by the agenda.

a.   The seat is now fitted in the bus shelter.

b.   Village signs. Humphrey has received a letter from the Area Engineer for DCC agreeing to the signs, more or less as requested, at a cost of £1500. Both Humphrey and John Clatworthy think that DCC should contribute and Dawlish Town Council agreed £300 previously. The Dawlish sign by the Minadab will be replaced by a Holcombe sign, there will be a Dawlish sign somewhere in the dip towards the Smugglers and the Holcombe signs at Hall Lane and Fordens Lane will read Holcombe Village .

5. Report on recent Association activities.

5.1 The Village Fayre was well attended, the help was terrific and the food supplied delicious. Many thanks to everyone, especially Carol Chambers for all her hard work, and Gerry of course!

5.2    Planning.

a.   Holcombe Hall. Many local residents wrote letters of objection. The Association wrote to TDC, Mr Younger Ross, DCC Highways, SW Coastpath and local councils. The application was withdrawn but it is safe to assume this is only for reconsideration. All correspondence can be read on line and we must remain vigilant.

b.   24 Windward Lane . Again many local residents wrote and the application for 4 houses has been refused. There is an application for renewal of outline and for 2 houses, the committee will be discussing these.

c.   Channel View. Application for a further house on site also objected to by  residents individually and by the Association. Rejected by Teignbridge in August on similar grounds to last time. Gerry spoke for the Association and Humphrey’s support was terrific.

d.   71 Teignmouth Road . Now applied for 4 apartments not 2 houses. Although permission given for access to A379 appeal lodged for access to Woodland Avenue . Many objections and Richard Rains spoke at the meeting when the plan was rejected.

The Chairman expressed his thanks for the efforts of the planning committee.

 5.3    Pedestrian safety on the main road.

a.   Crossing. Letters have been sent to Local Services, Chief Officer and SW Footpath Association who are very supportive, writing a strong response to DCC. Ideally this Association would like a footpath on the opposite side of the road so as to avoid pedestrians crossing to access the coastal path.

b.  Speed camera. Andy Watson has been working on our camera problem. Data is still being collected and Andy is still following up but the feeling is that it will go.

 

5.4    Association Priorities for the year ahead.

a.   The speaker for the November meeting has not been finalised but will be about local food production.

b.   Plans for the BARN DANCE are well ahead. Red Shed are an excellent band. Tickets available soon.

c.    Trees. John Bromley’s meeting with the arboriculturist was cancelled.

d.   The Dawlish Town consultation on the Strategic Plan was very well attended. The centre of town was looked at critically on the subjects of parking, use of the Lawn and the condition of the Brook etc.

 6.AOB

a. Village Hall. Gerry reported that the annexe is now built. There is a query on the question of whether VAT has to be paid, a matter of £20000, the fact that the new hall is necessary for new uses and not just to extend the present use is the crux of the matter. It has been referred to the technical dept inLondon. Obviously the flooring and furnishing of the new area will be a problem if the VAT has to be found.

    b.  Gerry has learned that David Jago in the dip of Holcombe Drive is having major problems with overflowing sewerage and rubbish. 2 years ago a new pipe was laid by SWW, which does not serve any houses in the road and this is when the problem started. SWW claim they cannot help as it is a private road. It appears that the new pipe was laid without permission.

    c. Gerry asked for support for the Race Night at the Village Hall on 28th Sept.
