I am writing on behalf of Holcombe Residents Association to object to the above planning application.  The Association has over 340 members in the village.  

Our concerns about the proposed development are as follows:

1.  Lack of clarity of plans.

The plans provide lack essential detail and this makes it difficult to comment objectively.  For example the proposed dwelling appears to extend across the whole width of the site but this is not clear from the plans.  If the proposal is to build across the whole width of the site we would question whether or not this is appropriate.  Similarly it is not clear how far back from Holcombe Drive the proposed dwelling is situated or its proximity to the garden of the existing house at 28 Windward Lane or to other neighbouring properties.

2.                  Effect on amenity of neighbouring properties.

This will depend on the position and overall height of the proposed house.  Inspection of the drawings suggests that the height proposed is 11 metres.  We understand that there was a condition relating to the sale of the land by the present owners of 28 Windward Lane which limits the height of any building on this plot to 9 metres.  Whilst the detail of this is a matter for the owners of 28 Windward Lane to pursue, this limitation would appear to us to be a good way of limiting the adverse effect of the proposed building on the amenity of nearby properties.

3.                  Stability of site.

The proposals will clearly require significant excavation of the site and it will clearly be important to ascertain whether such excavation will adversely affect the stability of the site and its surrounding area, especially the adjacent gardens.

4.                  Capacity of local services.

A number of local residents have concerns about the capacity of services along Holcombe Drive .  This is particularly true of the drainage system which, we understand, has been subject to failures recently.

5.                  Condition of Holcombe Drive .

This is an unadopted private road whose surface is in poor condition in places.  Further traffic along this road is likely to make this worse.

6.                  Precedent

We remain concerned about the precedent created by development on this site.  There are a number of other properties with large gardens backing onto Holcombe Drive and the outcome of the current application could well set a precedent for further development in this area.  .  We are particularly concerned about the overdevelopment of this road and the impact that this would have on the amount of traffic using the junction with the A379; this is a notoriously dangerous junction which has been the subject of considerable discussion when other applications in the area have been submitted.
